216 new income-restricted homes expand access to housing for local workforce and families
Bozeman, MT — DevCo Residential Group, along with its affiliates DevCo Development, DevCo US Construction, and DevCo Residential Property Management, hosted a grand opening and ribbon-cutting ceremony on Thursday, August 21, 2025, to celebrate the completion of Westlake Heights Apartments — a new 216-unit income-restricted community located in Bozeman’s midtown district.

The celebration brought together executives from DevCo, financial and development partners, and local leaders including the City of Bozeman, Gallatin County, Montana Department of Commerce, Montana Board of Housing, Gallatin County Housing Impact Fund, Citi Bank, Boston Financial, NeighborWorks Montana, First Security Bank, Clearwater Credit Union, Winthrop & Weinstein, the Bozeman Chamber of Commerce, and other community stakeholders.
“Who is moving here? They are people from our hometown,” said Bozeman Mayor Terry Cunningham during the event. “These are Bozeman residents moving from multi-roommate situations into homes of their own. This special niche of long-term, income-restricted housing is absolutely essential to our city’s housing mix, and we are grateful for the collaboration that made this project possible.”

Meeting a Critical Community Need
Westlake Heights is reserved for individuals and families earning between 50% and 70% of the area median income (AMI) — equivalent to approximately $41,650 – $58,310 annually for a one-person household and $59,500–$83,300 for a family of four, based on 2025 federal AMI determinations. Rents for a two-bedroom apartment range from $1,255 at 50% AMI to $1,791 at 70% AMI.
The development was made possible through a layered financing approach that included 4% Low-Income Housing Tax Credits (LIHTC), support from the Gallatin County Housing Impact Fund, and a $500,000 contribution from the City of Bozeman for utility work, among other public and private investments. In total, the project required an estimated $30 million in subsidy to move forward.
Thoughtful Design for Local Families
Designed with families and the local workforce in mind, Westlake Heights offers one-, two-, three-, and four-bedroom apartment homes featuring in-unit laundry, dishwashers, and spacious floor plans with walk-in closets. Residents also have access to a clubhouse, fitness center, playground, and dog park, with nearby access to city parks and public transit.
The community is currently about 40% leased, with additional units coming online in phases throughout the year.
“The term ‘affordable housing’ gets used often, but what we’ve created here is truly workforce housing—homes that give people the opportunity to stay in Bozeman, live closer to work, and build stability for their families,” said Huber. “It gives everyone a chance to get their foot in the door.”
Mayor Cunningham noted that early tenants include local residents who previously experienced housing insecurity, underscoring the project’s immediate impact.
