Kim Spinney joined DevCo in 2024 as Director of Asset Management. The Asset Management Department oversees DevCo’s portfolio of multifamily properties nationwide. Representing DevCo as Owner, the Department is responsible for ensuring program compliance, achievement of financial milestones, maintenance of the physical asset and the financial performance of Section 42 financed assets throughout their entire life cycle. Asset Management works in direct partnership with DevCo’s affiliates, Heartland Construction, DevCo US Construction, HNN Communities and DevCo Residential Property Management, as well as third-party partners to optimize the performance of the portfolio.

Prior to joining DevCo, Kim worked for two LIHTC Developers in versatile roles in which she facilitated the financial closings of 4% LIHTC syndications (new construction and acquisition/rehabilitation projects), generated and developed relationships with new financial partners, and achievement of project milestones, including loan Stabilization and receipt of 8609s. Kim spent the first twelve years of her career working for 3 national Tax Credit Syndicators as an Asset Manager, as well as at a rating agency overseeing a portfolio of mortgage backed securities.

Kim holds a Bachelor of Finance and Marketing from Northeastern University (Boston, MA), as well as the C3P and HCCP compliance certifications. In her spare time, she enjoys spending time outside with her husband and dog Cooper in Miami, FL.
