Brett Waller
General Counsel

Brett Waller is General Counsel at Devco Management Company and provides strategic legal advice to the Company and its affiliates on a wide variety of business activities including development, construction and operations of multifamily properties across the United States.

Brett serves on the Board of Directors for the Washington Multi-Family Housing Association, currently its Treasurer, and serves on the Affordable Housing Committee with the National Apartment Association.

Prior to joining Devco, Brett served as Director of Government Affairs at the Washington Multi-Family Housing Association. In this role, Brett represented more than 300,000 apartment homes before state and local legislative bodies, navigated COVID-19 operating restrictions and collaborated with multiple elected officials to build an off-ramp from the eviction moratoria. Notably, Brett assisted in the creation of the first statewide Landlord Mitigation Fund which provides compensation to housing providers for damage and loss resulting from the use of rental premises, and expanded access to the Program during the pandemic for COVID Relief. This program has supported more than $63 million in reimbursement to housing providers since its inception in 2018.

Brett wrote a bill to assist survivors of domestic violence secure safe future housing through access to the Landlord Mitigation Fund, which passed unanimously in the Washington legislature in 2022.

Brett has also served as a volunteer member of the Washington Courts Eviction Resolution Pilot Program, the Puget Sound Growth Management Council’s Affordable Housing Committee, the King County Regional Affordable Housing Task Force, and is a faculty member with the National Apartment Association’s Education Institute.
